What I've read seemed to indicate that he could be brought up before then.

If he stays healthy, and pitches well.
I don't think we want really want Waters back in the rotation. So maybe I was being hopeful to discount him. At least for this year, Hill has a spot to lose once he's healthy. As he should, for the chance to get something close to 2007 Rich Hill.
Tillman isn't ready. Neither is Arrieta at AA or Matusz an Frederick.
I could see Hernandez beating a healthy Patton to the O's rotation, if he keeps pitching well. Any of the others would surprise me.
