That's like Cook County deciding it doesn't like a US agreement and cancelling the entire thing.
Belgium requires unanimity to endorse something and the EU requires unanimity to move ahead with the trade deal. So an elected assembly of 3.3m people can hold up a trade deal involving 400m people.
