they covered that in the 1st season with the trip to the CDC. The one person who might have cured it was the woman who died before they got there. There's no infrastructure to build or power to use computers to research or make medicine. It's a scramble for the dwindling resources. And yes some of the same kind of things are going to happen over and over...until...

A. you can really get organized and start to work with other communities. Neegan kind of kick starts this with his weekly tributes to him and his people. Rick in the comics starts to work with other communities to overthrow Neegan. But it doesn't happen for a long time. So there is a rebuilding effort...but it takes awhile to get going...
