I'm having trouble parsing your post above, but it sounds like premiums are going up because the demand for healthcare use is going up.

And not because a bunch of Martin Shkrelis are getting rich.

If that's the case, then I don't see the problem here. Covering people who weren't insured will cost more in the short term. That means the plan is working as expected, not that it's broken in any way.
