I think the problem is we haven't made any progress in the last 20 years stopping hacking.

It's not like we're making slow but steady progress in eliminating the hacking threat. If anything it's gotten worse. It's gone from a individual or group event to a government sponsored job in certain countries. Maybe we'll eventually be 2 two steps ahead of any hacking threat, but it sure doesn't seem likely right now.
If we do get to the point where online voting is secure individually and governmentally, then most people will be all for it. We're not there, though, and have no clear path to get there.
