Question: What does it take to add members to the House of Rep. There are 438 currently. They get apportioned to each state through census data

But is there a mechanism to increase that number that isn't tied to adding a state to the union?
Put another way: Is the number tied to a min or max number of citizens represented and if that number is not me, then a representative district is added, increasing the HoR to 439 members? Or whatever number to make the districts about equal?
