If the campaign had nailed it shut in the early primaries, they'd have the basis to complete discredit Comey now.

Instead, "regular folks" are seeing this latest iteration and just another layer of the onion being peeled back, rather than a completely separate issue -- which it actually is.
The campaign opted for the strategy of downplaying this as a non-issue. They decided that directly addressing the news reports would only continue the story, so they tried various ways to divert attention.
Had they taken a different strategy and simply nailed the issue shut with a direct acknowledgment and apology from Sec. Clinton on all points raised (say, oh, back in December or January), then the campaign could honestly and directly maintain now -- and even months ago in the past -- that the issue had been put to rest.
