yes, producing the server to the FBI without prompting at that time would certainly have stopped the GOP congressional investigation in its tracks

they would have gone literally no further than accepting the server and its contents as prima facie evidence that no federal laws had been broken
they certainly wouldn't have conducted the same fishing expedition then that they have continued to prosecute and have promised to continue to even if Hillary is elected
only total and complete transparency from day one would have shut her critics down. they would have had no grounds to pursue a baseless witch hunt for another year and we would be having a substantive campaign based on the issues right now.
