i don't think it affects the ultimate outcome nationally, except the size of the margin (and downballot). the real concern is going forward

if there are agents within the bureau who refuse to accept the determination of the Director or the Attorney General, they'll just feed it straight to the House GOP committees to keep perpetuating the investigation machine for the next four years
