The inherent problem for Uber is its inability to align workforce and management goals.

For Uber, the best thing that could happen is 100,000 drivers for every 50,000 passengers because it means service would be spectacular.
For drivers, the best thing is 10,000 drivers for 50,000 passengers because it means there's enough to go around.
Even if they get politicians to back down on regulatory issues, this is their fundamental problem. (And is also why they are investing billions in automated cars.)
