That's probably why - land invasions are a lot easier than sea. Plus if a Civ sends its invasion force to the other side of the world, its neighbours - Roger More Nov 2, 05:40

- No. I'm not exactly sure what Culture does but it seems related to Tourism. Religion is a distinct thing from "owning" a city - oblique Nov 2, 05:42 9
