No. I'm not exactly sure what Culture does but it seems related to Tourism. Religion is a distinct thing from "owning" a city - oblique Nov 2, 05:42 9

        You need an archeology museum to build an archeologist, so it makes sense that iff they're filled, you can't build them -- nm - Roger More Nov 2, 06:57
