That is the law in every state i can think of.

Elections offices can process ballots and count the votes from those ballots, but voting results cannot be released until after the deadline to vote.
For example, here in Oregon, ballots were mailed on October 19, and county election offices have been processing them since Tuesday. But results are embargoed until 8:01pm on Tuesday (Election Day)
