Random question. How do they detemine the order for candidates on a ballot?

I'm looking at our sample ballot for Hamilton County here in Ohio so I can see all the downballot levies and stuff and I noticed:
President goes:
Trump (r)
Clinton (d)
Duncan (no party)
Johnson (l)
Stein (g)
but Senator goes:
Strickland (d)
Connors (no party)
Demare (g)
Portman (r)
Rupert(no party)
Are the purposely randomized? I can't see any logic or order in it.
I don't think it would matter for the larger contests, but I would imagine there is a slight advantage, however small to being first listed in a smaller contest.
