If the Republican leadership in Congress actually cared about policy and our leaders exhibiting moral and ethical behavior, I would agree with you.

But the Republican leadership cares only about one thing: winning. Winning political points.
In my opinion, the only way they'd ever agree to impeach Trump is to make sure Gov. Pence gains the White House and one of them gets the VP slot to run in 2020.
