The problem is that you basically would need a Constitutional Convention to do it and that's not a can of worms anyone wants to open.

You'll never get 2/3 of anybody to agree to get rid of it because one side or the other benefits.

I'd be careful on relying on stuff like this. Any state pulling out later smashes it to pieces.
