I'd be careful on relying on stuff like this. Any state pulling out later smashes it to pieces.

There are a lot of state tax cases around the Multistate Tax Compact where states basically ignored their obligations to it and the Supreme Courts in California, Michigan, and Texas have given the thumbs up to it in recent months. No case has gone to SCOTUS but this could easily be ignored the moment someone doesn't like it.
