I told them it's not house trained, it has no manners, i.e. obedience training, or leash training, that it likes to jump and give bear hugs...all true

Yes, I believe that's definitely part of it, though they didn't explicitely say it. But, they're also of the "we've had Shepherds in the past" variety

I have a co-worker who has always had shepherds. She puts them all through that German military dog training.
