Chicago did this. Our office is technically in Chicago so the Jewel had to implement this. For a while they were seemingly not going to bag stuff

Now they either give me a kind of tougher plastic bag that I guess is "reusable" (I have about 2 dozen in my office now) or they give me paper like the old days
I'm not sure what beneficial effect this law had
