he's not overly picky, and he's talked about basically exactly what Jack said.

mostly his tactics would be used as pressure to get the Mexican government to pay. like 'we'll keep doing this until you pay for the wall.'
he's also talked about impounding remittances, and tariffs on Mexican goods. it won't be difficult to make Mexicans pay for the wall, which he can spin as a win, even if the Mexican government doesn't bow to pressure.
on the flip side, he'll probably have to use Mexican companies to build it. a Mexican company owns most of the quarries in the general border area, for example.
