For those things where the federal government has power of the area, state/local don't really get to ignore

unless it's some law where they are given some level of option (for example the Obamacare exchanges where they could set up their own OR opt for the national exchange)
It's sorta like when the National Guard had to forcibly integrate schools in Arkansas when they ignored SCOTUS
