there's a general deference to the President that occurs in these cases, usually, and politicians often say "well, he's too popular to really oppose". That's decidedly not the case here, as he's quite unpopular, and they can make political hay simply by standing up to him and appeal to the more numerous, opposed side, right off the bat.
