But, to answer your questions (and pose a couple to think about) ...
Roy Batty did not shut himself off. His four year life span came to an end on that roof, and he could feel the end approaching. There are a couple scenes while he is chasing Deckard throughout the building where you can see that his body is beginning to shut down (most notably when he drives a nail through his hand while it is seizing up, which also invokes some sacrificial imagery and a Crucifixion tie-in).
The question you should be asking yourself though is: Why did Batty save Deckard from falling off the roof at the end? Did he know that Deckard is a replicant? Did he finally discover some sense of "humanity"? Something else?
And the question of whether Deckard is a replicant is still being debated, but a lot of commentators say that he is. Some other clues are the fact that Graff made an origami unicorn that mimics the unicorn Deckard saw in his dreams. Also, Deckard's home is chock full of photographs; replicants have a near obsession with photographs because they are a tie to a past that exists only in their minds. And as a subtle bit, Batty knew Deckard's name without being introduced.
So, maybe Deckard is a replicant like Rachel -- a replicant with no end date.
