I don't have info on $$$, but what I'd say is that the Harper gov't wanted the government's efforts to be more focussed on the D part of R&D - to develop technologies to a point where they can be commercialised.
So, less research that gathers evidence of climate change happening and its impact, but maybe more development of clean technologies and how to deliver them.
