It's a rule of thumb. :-) Alter as you wish, but make sure you list everything you're going to have to buy when you're self employed.

Office supplies.

Utilities, phone, internet access, etc.

Liability insurance.

Life insurance.

Transportation.

Meals and stuff for meeting with clients.

Gifts for clients.

Any number of business licenses and registrations.

Resource materials, educational webinars, trade journals (print or online) so you can keep up on the industry.

Accounting software.

And so on and so on and so on and so on. The list is pretty much endless.

And even if you're thinking that working at home is going to come with a lot of this stuff -- utilities, life insurance, office supplies, etc. -- you need to remember that you (and your family) are paying for all that on your salary now. That salary will be gone. And your business should pay for the portion of all that infrastructure you're using for a home office.

$200 CDN is not out of line for an independent contractor of your skill and background. In fact, it's probably a bit low. Someone like you working in Portland at $150 American ($200 CDN) is very, very cheap. Maybe too cheap.
