The Rowdy 3 were part of the same program as Dirk and the holistic assassin. There may be others as well. They are essentially either psychic or (more likely) emotional vampires. They don't seem to like Dirk, but keep searching him out because he's tasty. They like the sister and their vampirism seems to have the added bonuses of giving her visions of (the future? clues? stuff she needs to know?) and helping her with her condition.
The vandalism stuff may be part of it, may be due to whatever happened to them in the program, or may just be a part of who they are unrelated to all of that.
