I absolutely agree with you on the "how is that supposed to work" front, but I hope he picks him for two reasons -- (edited)

He's a better choice than anyone he's likely to pick (dream selection: Barack Obama)
and 2) the potential dysfunction is a feature, not a bug, at least as far as blunting the impact of his administration.
