You can do either. I generally stream, but I always download movies when I travel.

The cost depends on what you want. New films are generally either $14.99 or $19.99. However, you can oftentimes find codes for $5-$6, especially a few days after they're out on home video. You can also convert DVDs and Blu-Rays, which is the cheapest way to build a library. Films cost $1 or $2.50 this way.
