It depends on your definition of "smartphone" but generally speaking we're talking about a feature rich phone with an operating system that allows for PDA functionality and app installation. Dumbed down, that can mean what we today call a "feature phone" but more to the point I draw your attention to the Windows CE kernel which is 20 years old in 2016 and in 2002 made it into phones as - I kid you not - "Windows Smartphone 2002".
