Either they have them future work, or threatened to withhold future work. Either is far more troubling than the bottom line incentives Carrier procured unless the PR was worth the pittance in settlement.

$700 per job per year is cheap for this sort of deal - US states routinely pay out more in incentives and special tax breaks to attract investment - Roger More Dec 2, 10:51
