$700 per job per year is cheap for this sort of deal - US states routinely pay out more in incentives and special tax breaks to attract investment

This is what TN paid VW to expand at Chattanooga - $166m in grant funding, $50m from local gov (repayable) and more for training, etc... for 2,000 new jobs.
