Italy has a weird system. Both senate and the other house (chamber of deputies?) have exactly the same powers.

Post-war design initially intended to keep guys like Mussolini out, ended up making Italy imposssible to govern. I think the average lifespan of a government in the 50 years after the war was like 8 months. So there's widespread support for some kind of reform, but I think he just got greedy, and tried to centralise things under the PM a little too much. I think a lot of the no vote is people deciding they didn't want to be blackmailed into accepting bad reform. He put himself into this corner by phrasing it that way.
