Not a decoy, but a second aircraft. Both are "Air Force One", which is a call-sign used only while the president is aboard.

The current planes are designated SAM (Special Air Mission) 28000 and 29000.

Both those aircraft were put in service in 1990.

It is possible only one of those two is scheduled for replacement.
