I tend to think repeal without replacement would be politically damaging. -- (edited)

And I think that's why they are talking about the vote to repeal but wait to implement. That may delay the damage, but I don't think they get off scot free in that case either.
Imagine the ads of people who have lost / will lose coverage. This isn't going to be as simple, or as popular, as they think
