Maybe having government closer to them will help convince them of its need.

Canada does this to a certain extent, mostly for back office type stuff. Immigration and citizenship applications are handled out of Nova Scotia, the places responsible for processing tax returns are all in regional centres (not cities like Vancouver, Toronto, etc)
Though I'd be surprised if the US doesn't do this already - the IRS has a lot of employees in Cincinnati for example.
