I expect this is about renegotiating these types of treaties that were established in the Cold War.

Now that the Soviet Union has disbanded, most of the Warsaw Pact countries + three former Soviet republics are part of NATO, there are missile defence systems in Eastern Europe designed to intercept ballistic missiles, etc, circumstances have changed and from Russia's perspective it is time to renegotiate - especially now there's a President-elect who has shown willingness to negotiate.
