There's a difference between making a promise and openly lying about facts.

As an example, a candidate who lost the popular vote maintaining that they won the electoral college by one of the largest margins ever is an easy fact-check.
The point is to keep candidates from lying so much that it's impossible to hang any single lie on them. When the person is office, they're held to a standard when under oath. The same is true when a citizen testifies in court. Someone running for public office should have to take an oath. If you take but a moment to reflect on it, the fact that they don't is rather extraordinary.
