so the philly mayor is apparently angry that his soda tax caused consumer prices to rise because the tax is at the wholesale level.... -- (edited)

so what did he expect? did he expect consumer prices to stay the same while the city collected the tax from wholesalers? if so, how exactly did he expect that tax to change consumption of soda? i'm confused.
