Ford awarded the medal to his VP Rockefeller - that's the only time.
But for Cabinet members, it's more common
Obama to Gates
Clinton to Perry
George HW to Cheney, Baker and Shultz
Reagan to Weinberger
Ford to Rumsfeld and Kissinger
There are more but I'll only go back 40 years.
Also, George HW to Reagan I guess.
