The "why" is easy. If the President is responsible for filling any position, whoever is currently there will be replaced -- (edited)

He's like a dog marking his territory. It's ego and vanity and has nothing to do with the abilities of those being replaced and absolutely without doubt has zero to do with the ability of anyone he'll put in place.
On trhe one hand, it means government is going to end up being a lot less effective, but it also means that he won't have anyone else to blame. Sure, he'll pass the buck and fire folks left and right, but any government failures will rest on his plate with no previous admin appointees to take the blame.
