A fair critique, sure. I don't think the thrust of the piece is that democracy is unable to address these issues, so in that sense it is not a failure -- (edited)

on a fundamental level, but that it currently and consistently fails to live up to its full promise. Also, the structural failings of American democracy don't explain what is going on around the rest of the world.
