Not that it has failed, but how and why it is continuing to do so.

Notably, for all of the talk of failure, the author doesn't really suggest trying something else. The solution is to work for a better and more inclusive democracy, but the question remains, how do we get there from here, given that we seem to be heading in the opposite direction?
