Conduct contributes to its increase. A code of silence from police is met with the same by citizens who can't trust the system. This article doesn't even reference recent convictions of cops for essentially criminal rings shaking down drug dealers and average citizens, threatening them with arrest while planting evidence and prior convictions for systematic forced confessions. Trump and Sessions will get this completely wrong and focus on low police morale without seeing how the cycle works. I hope Rahm upholds his pledge to fix this, because it's unlikely the Feds will follow through to check.
