no absolute poverty perhaps, but there were social classes...it was basically an over idealized version of English country life,if we're being serious

they had the wealthy, and the poor (like Gaffer Gamgee) and they had greed and envy (most of Bilbo's relatives) and they had thieves (when we first meet Merry and Pippin they are stealing crops)
