It also depends on how you look at the nature of the leak. I cast Manning's leak as "similar" to past ones based on content and the number of truly sensitive documents -- on the scale of the Pentagon Papers or leaks from the Manhattan Project.
Other people say her case is unique and nothing like past leaks due to the sheer volume of documents. But even the Defense Department acknowledged that only a small percentage of the documents she leaked were "sensitive" or "highly sensitive". No one has been able to leak as many documents as she did (thanks to modern technology).
