Not yet. If the laws are changed and don't require a human be available to take over, then maybe.

But I expect any laws written to allow fully autonomous vehicles will be written to include that a human must be behind the wheel and alert and able to take control if needed.
Ideally, Level 5 autonomous vehicles will never need human intervention, but I expect laws to be conservative in that regard for a decade or so.
