They're mainly there so people who pay for private school get money back from the government for doing so.

Also, you're publicly funding religious schools over public schools. Do you not see a separation of church and state issue there?

Third, as Secretary of Education her job is to fix those under-performing public schools first, not simply replace them with charter schools and vouchers.
