Logistics question that I am sure there is an answer too: in the inauguration photo that shows lots of open space...

There are multiple sections, some closer to the front than others. But people aren't all in the closest section. Like, the first section looks (very roughly) half full, second section 90% full, third section 30-40%, fourth section 75%, and there's even a smattering of people in a further back section.

I assume ticketing was done by section? How does that work? How does the section get assigned? And why not 'sell out' the close-in sections, or 'upgrade' people to fill in the closer sections?

This isn't important, but curious how it works.
