i also think, reading the business press stuff on this is that maybe what they were trying to do was refer to the house adjustable border tax plan (the one ryan has been pushing since june) and use a specific example to make it seems like it was how mexico would pay for the wall. but the message was a mess, and they got enough pushback to say this.
