intel if the people who know things don't trust the police, or don't believe the police will be able to prevent reprisals.

About half of inner city homicides go unsolved, and a big reason why there are so many is because so many go unsolved. People believe they can get away with murder (or that their enemies will get away with murder by coming for them first).
